
Senator Snowe (R-ME) introduced the Anti-Phishing Consumer Protection Act in late February 2008. Phishing is a type of online identity theft where fraudulent emails or fake websites, seem to be from a legitimate business, but actually deceives the recipient into giving personal or financial account information.
The Anti-Phishing Consumer Protection Act of 2008 would prohibit phishing, including using fraudulent or misleading domain names. The legislation addresses domain name registration and makes it illegal “to provide false or misleading identifying contact information in the WHOIS database when registering a domain name”. There is a limited private right of action in the bill.
