When it is difficult to get visas, foreign workers go to other countries versus the U.S. This begins with education since usually foreign workers want to settle where they go to school. Because of the difficulty in getting visas in the U.S., foreign workers go to countries that want them.
The EU, for instance, is promoting the blue card. There is a projected 20 million worker shortage in the EU in the coming years. Because it is easier for foreign workers to work in the EU, the U.S. is seeing a decline in foreign students. Foreign students help the economy with tuition and living expense payments.
The U.S. has seen fee increases in visa applications. The fee increases are meant to decrease processing times, but it is not sure if that plays out.
