In early August 2007, the House and Senate passed the Honest Leadership and Open
Government Act of 2007. President Bush is expected to sign the legislation.
The Honest Leadership and Open Government Act of 2007 will require quarterly
reporting versus the current semiannual reports, and disclosures by coalitions. All of
these reports are enforced through higher civil fines and potential criminal penalties.

The Honest Leadership and Open Government Act of 2007 arose from ethics scandals.
Congressional leaders drafted gift rules and restrictions on travel provided by lobbyists. The gift rules apply not only to the recipient of the gift, but also to lobbyists who give prohibited
gifts.
The Honest Leadership and Open Government Act of 2007 will limit when
former officials may be involved in lobbying, impose disclosure of
employment negotiations, and place limits on lobbying by former government officials
and spouses of Congress members.
