There are documents posted on the Free Software Foundation (FSF) site showing comparisons between the latest version and the last version.
The FSF's site contains a redline document, an explanation of the changes, and the new version of the rationale document.
The draft has been extensively revised, so there is much to read for the open source licensing enthusiast.
The GNU Lesser General Public License (LGPL) has also been revised. The LGPL is used for licensing program libraries. A library means a collection of pre-written functions or data that other programs use. The new version of the LGPL is structured very differently from the old. It basically contains the same terms as the GPL plus additional permissions.
