Ever wonder why in contest and sweepstakes rules, one sometimes sees that certain territories are excluded? Why do some companies not offer the contest or sweepstakes throughout the country?
Many times it has to do with the budget of having to research the laws in each state, or the formalities of complying with the state laws. In the United States, usually participants from the following areas are excluded: Vermont, Arizona, Tennessee, Puerto Rico, US Virgin Islands, US Military installations.
Here are some reasons as to why: In Vermont, there are postage requirements for sweepstakes. In Arizona, there are registration requirements for intellectual contests. In Tennessee, it may be more difficult than other states when it comes to waiving rights associated with publicity. Apparently, there was a case involving Elvis' estate that set a precedent.
Puerto Rico has its own laws on contests and sweepstakes that differ from the majority of US states. Most companies do not have commercial reasons to pursue contests or sweepstakes in the US Virgin Islands or US military installations.
